Workstation sheet for agency workers in Belgium (werkpostfiche)
Updated
Short answer
The werkpostfiche is the Belgian workstation sheet that a company using temporary agency workers must draw up for every workpost or function subject to mandatory health surveillance, on the model in annex X.2-1 of the Codex. It is not required for every assignment, and that limitation is the most common error made about it.
Where the form comes from
The rules sit in Codex book X, title 2, which divides the duties between the user (the company where the work is done) and the temporary work agency. Art. X.2-3 obliges the user to provide, before the placement, the required professional qualification and the characteristics of the workpost, and to draw up the werkpostfiche on the official model.
The condition half the market gets wrong
The fiche is required for a workpost or function with mandatory health surveillance. Not for every assignment. The error cuts both ways: agencies chase sheets for assignments that never needed one, then treat the exercise as noise where it genuinely applies.
Who completes what
The user draws up the fiche. The agency completes sections C and D, keeps a copy, hands one to the agency worker and presents it to the inspectorate on request (X.2-4, X.2-5). Three parties touch one document before the person starts, which is why it stalls on a Friday-afternoon placement.
The instruction on the floor is legally the user's job. Under X.2-11 the user, or the designated member of the line, informs each agency worker about the risks of the workpost, gives workpost-specific safety instructions and arranges adapted training in line with art. I.2-21. Under X.2-10 the user also guarantees the same protection as for its own staff, supplies work clothing and PPE free of charge and checks medical fitness.
The ban that makes it operational
Art. X.2-17 prohibits both user and agency from employing an agency worker on a workpost for which no werkpostfiche was drawn up and about which he was not informed. Art. X.2-18 adds that he may not be moved to a workpost with other risks than those on the fiche.
A Belgian food plant that moves an agency worker from packing to the intake dock at 06:00 because someone called in sick has a deployment that is not allowed until the fiche for that workpost, where one is required, exists and the worker has been informed. The guide on onboarding temp workers covers running fiche and instruction at the speed placements happen.
