The werkpostfiche is the Belgian workstation record sheet that a user of temporary agency workers must draw up for every workpost or function subject to mandatory health surveillance, on the model set out in bijlage X.2-1 of the Codex. It is not required for every assignment, and that limitation is the most commonly made error about this document.
Where the form comes from
The rules sit in Codex Boek X, Titel 2, which distributes the duties between the gebruiker (the user, meaning the company where the work is done) and the uitzendkantoor. Art. X.2-3, paragraph 1 obliges the user to provide, before the placement, all information on the required professional qualification and the characteristics of the workpost. Paragraph 2 obliges the user to draw up the werkpostfiche itself, following the official model.
The condition that half the market gets wrong
The werkpostfiche is required for a workpost or function for which health surveillance is mandatory. Not for every assignment. This is the most commonly made error in Belgian marketing copy on the subject, and it cuts both ways: agencies chase sheets for assignments that never needed one, then treat the exercise as noise where it genuinely applies.
Under X.2-10, the user guarantees agency workers the same protection as his own staff, supplies work clothing and PPE free of charge, and checks medical fitness. Under X.2-11, the user, or the designated member of the hierarchical line, gives each agency worker the information on the risks of the workpost, provides safety instructions specific to that workpost, and arranges adapted training in line with art. I.2-21. The instruction on the floor is legally the user's job, not the office's.
Who completes what
The user draws up the fiche. The agency completes sections C and D, keeps a copy, hands a copy to the agency worker, and presents it to the inspectorate on request, under X.2-4 and X.2-5. Three parties touch one document before the person starts, which is why it stalls on a Friday afternoon placement.
The ban that makes it operational rather than administrative
Art. X.2-17 prohibits both the user and the agency from employing an agency worker on a workpost for which no werkpostfiche has been drawn up and about which he has not been informed. Art. X.2-18 adds that he may not be deployed to a different workpost with risks other than those described on the fiche.
That is the citable consequence, and it is stronger than any penalty discussion. A Belgian food plant that moves an agency worker from packing to the intake dock at 06:00 because someone called in sick is not facing a paperwork problem: it is a deployment that is not allowed until the fiche for that workpost, where one is required, exists and the worker has been informed about it.
