What is ADR 1.3 training?

Updated Facts as of September 2026

Short answer

ADR 1.3 training is the instruction that chapter 1.3 of the ADR, the European agreement on carrying dangerous goods by road, requires for everyone whose work touches the shipment: packers, loaders, the person printing the label, the team leader. Drivers need a separate certificate under chapter 8.2. The employer keeps the training records.

Who it covers

ADR chapter 1.3 applies to anyone whose function relates to the transport of dangerous goods without driving the vehicle: packers, loaders, warehouse staff, the person who prints the label and the transport papers, the team leader deciding what goes on which pallet. Drivers need the ADR driver training certificate of chapter 8.2 on top. Inside the EU, Directive 2008/68/EC applies ADR to road transport. Chapter numbers are as of ADR 2025, the edition in force in September 2026.

A dangerous goods shipment in the middle with four roles around it, packer, shipping desk, loader and team leader, all covered by ADR chapter 1.3; the driver sits apart in a dashed box under the chapter 8.2 certificate.
Chapter 1.3 is about everyone who touches the shipment, not only the person who drives it.

What the training holds

Section 1.3.2 names three layers: general awareness of the dangerous goods rules, function-specific training for the tasks the person actually does, and safety training on the hazards and what to do when something goes wrong. Until trained, a person may only do these tasks under the direct supervision of someone who is. The training is refreshed periodically to follow changes in the rules, but ADR prescribes no interval. Under 1.3.3 the employer keeps records of the training and makes them available to the worker or the authority on request.

Why it gets missed

A warehouse team is rarely thought of as dangerous goods staff, yet the label desk and the forklift driver loading the truck are exactly who chapter 1.3 means. The guide to warehouse safety training shows where ADR 1.3 sits next to forklift and loading instruction.
